Dr Herman Mula is the Founder of HM Advocates, a boutique legal practice providing sophisticated legal, advisory and litigation services to private clients, organisations and institutions.
He has developed a broad legal practice encompassing litigation, criminal law, employment law, sports law and sports integrity, sports arbitration, data protection, regulatory matters and strategic advisory services, with particular experience in complex and sensitive proceedings. His professional experience includes many years of prosecutorial work in criminal matters, involving the investigation, preparation and conduct of criminal proceedings.
His professional background combines legal practice with extensive experience in law enforcement, public administration, European affairs and international cooperation. During Malta's Presidency of the Council of the European Union in 2017, he contributed to EU-level legislative negotiations and international policy dialogue. In this capacity, he chaired technical trilogues with the European Parliament concerning EU legislation, led political dialogues with third countries, and presided over high-level Council working-party meetings.
Dr Mula currently holds senior legal and integrity roles within the sporting sector, principally with the Malta Football Association and the Aquatic Sports Association of Malta. His work encompasses sports disciplinary proceedings, integrity investigations, sports regulation, policy development, and cooperation with national and international institutions on matters concerning sports integrity and good governance.
Alongside his legal practice, Dr Mula is actively involved in legal education and professional training. He serves as a Visiting Lecturer at the University of Malta, where he lectures on Court Procedure to students pursuing a Master's degree in Forensic Psychology, and as a Lecturer at the Academy for Disciplined Forces, where he delivers Criminal Law to members of the disciplined forces.
He holds a Master of Human Rights and Practice, Master of Advocacy, Bachelor of Laws (Honours), and Diploma in Criminology (Policing) from the University of Malta. He is warranted to practise as an advocate before the Superior Courts of Malta.

Dr Silvan Pulis is a Maltese advocate whose practice focuses principally on criminal law, criminal litigation and dispute resolution. He regularly represents clients before the Maltese Courts, assisting individuals from the early stages of police investigations and arrest through to arraignment, bail proceedings, trial and appeal.
Having extensive experience in law enforcement, Silvan brings a practical understanding of police investigations, enforcement procedures and the gathering and presentation of evidence in criminal proceedings. His practice covers a broad range of criminal matters, including offences against the person, drug-related offences, domestic violence, property offences, traffic-related offences, financial and economic crime, fraud, money laundering and proceedings involving foreign nationals.
He also assists clients with police questioning, arrest, bail applications, criminal prosecutions and appeals, with particular emphasis on procedural safeguards, evidential issues and the protection of clients' rights.
In addition to criminal law, Silvan's practice extends to civil and administrative litigation, immigration matters and representation before various Maltese courts, boards and tribunals.
Silvan graduated from the University of Malta with a Bachelor of Laws (Honours) degree in 2022 and subsequently obtained a Master of Advocacy in 2023. He was admitted to the Maltese Bar and obtained his warrant to practise as an advocate in 2024. As part of his academic studies, he carried out research in administrative law and judicial review, including a dissertation entitled “Ratio Decidendi: The Duty to Give Reason in Judicial Review”.
His professional approach combines courtroom advocacy with practical and straightforward legal advice. He places particular importance on ensuring that clients clearly understand the proceedings they are facing, the legal issues arising in their case and the options available to them.

Jodie Mula is a Trainee Advocate at the firm, having joined in 2023 as a Legal Intern. She graduated from the University of Malta with a Bachelor of Laws (Honours) degree in 2025 and subsequently obtained a Master of Advocacy in 2026.
Jodie has gained exposure to both private practice and the public sector, with a particular interest in property, civil and criminal law. She has been exposed to a range of matters, including civil litigation, property-related matters, contractual issues, criminal proceedings and administrative procedures.
She presented her dissertation entitled “The Excessive Deficit Procedure as a Tool to Instil Financial Budgetary Discipline”, which focused on Malta's experience with the Excessive Deficit Procedure and its role in promoting financial and budgetary discipline within the European Union.
